Choosing a paint tier without overspending
The honest advice is to spend on the rooms you use and scrub. Living room and kitchen earn premium washable emulsion — kitchen walls collect cooking aerosol and need to be wiped. Bedrooms are fine on standard emulsion; nothing touches those walls. Bathroom ceilings and upper walls should get a moisture-tolerant product, and no paint survives a bathroom with poor ventilation, so a working exhaust fan matters more than the paint brand.
Distemper is cheaper and we will say plainly that it is a false economy in a flat you intend to keep: it chalks, it cannot be wiped, and painting over it next time requires washing it all off first.

Can you paint over distemper?
Not directly. Distemper is chalky and water-soluble; emulsion applied over it will not bond and will flake off in sheets. It has to be washed off first, which is a genuinely messy job. If your flat currently has distemper, say so on the call, because it changes both the price and the timeline.
